What Is a Psychiatric Rehabilitation Program?

Changing Turn’s Psychiatric Rehabilitation Program (PRP) is a rehabilitation treatment program for individuals with chronic mental illness that is based on the recovery and person-centered models of rehabilitation. Individuals are provided skills and support to embrace their mental wellness, to enhance the quality of their life, and to pursue personally valued roles in their living, learning, work and social environments. The purpose of the program is to promote recovery, resiliency, and empowerment of the individual so that they may function successfully and live as independently as possible in the community of their choice. We offer PRP services to children, adolescents, and adults in the following counties: Baltimore City, Baltimore County, Harford County, and Cecil County.

Our Child and Adolescent Psychiatric Rehabilitation Program (PRP) is designed to promote healthy development of a youth’s behavior, social skills, self management skills, and family relationships. The program is strength-based and strives for the empowerment of the client, which leads to the youth attaining identified personal goals and objectives.

PRP services are provided in the setting most conducive to enhancing each youth’s own healthy participation in the community. This may include the youth’s home, foster care home, job site, educational setting or other community sites. The intensity of services will vary depending upon the youth’s individual needs, environment, or diagnosis.

With the input of the client and family, the PRP team at Changing Turn Community Healthcare Services establishes specific goals relating to the areas of personal care, behavioral management, social skills, and other skills that will lead the client and his/ her family to a more positive future independent life with less need for intensive mental health services support.

Our Adult Psychiatric Rehabilitation Program (PRP) is a mental health rehabilitation support program designed as an alternative to and prevention of in-patient psychiatric hospitalization. Our PRP program addresses the psychiatric rehabilitative needs of the clients with a chronic mental illness. .

This population requires skill development and moderate to intensive support to function independently or with a care giver’s support in residential, educational and social environments. Changing Turn Community Healthcare Services’ rehabilitation approach allows clients to identify self-directed goals and develop a plan on how to reach their goals.

The rehabilitation team is comprised of a Program Director, Program Coordinator, Licensed Rehabilitation Specialists and Rehabilitation Counselors. Our team ensures a consistent, safe and rehabilitative environment for each client.

PRP services are billable through medical assistance.

To be eligible to receive psychiatric rehabilitation services in the state of Maryland:
1. The client has a mental health DSM-IV diagnosis included in the Priority Population as  defined by the Maryland Department of Health & Mental Hygiene,  and the client’s impairment(s) can be expected to be stabilized at this level of care.

2. The impairment results in at least one of the following:

  • A clear, current threat to the Individual’s ability to live in his/her customary setting
  • An inability to be employed or attend school without support
  • An inability to manage the effects of his/her mental illness

3. The client’s condition requires an integrated program of rehabilitation services to develop and restore independent living skills to support his/her recovery.

4. The client must be concurrently engaged in outpatient mental health treatment.

5. All individuals residing in a RRP must have PRP services available.

6. The client does not require a more intensive level of care.

7. All less intensive levels of treatment have been determined to be unsafe or unsuccessful.
